Event | An Insider’s Account: Formulation and Implementation of China’s Five-Year Plans

China’s first Five-Year Plan was created in 1953, and the country has since regularly published its social and economic growth objectives, priorities, and strategies in this form. The 13th Five-Year Plan, covering the period from 2016 to 2020, serves as a roadmap for China’s development in key areas ranging from agricultural modernization to the environment to the cyber economy. With the prominent role the Five-Year Plans play in China’s overall policy-making apparatus, understanding these plans is a must for any serious China observer.


Counsellor to the State Council and Guanghua Professor of Management Practice XU Xianping will discuss the formation, implementation and achievements of China’s Five-Year Plans based on his first-hand experience participating in the drafting process during his tenure as Deputy Director of the National Development and Reform Commission. His lecture will answer questions such as:

●  How to promote long-term economic development driven by the government and the market together?

●  From the completion of the “12th Five-Year Plan” to the drafting of the “13th Five-Year Plan”, what achievements have been made in China’s economic transformation?

●  How to identify the next strategic focus according to the macro background of economic transformation?

About the Speaker

XU Xianping, Counsellor to the State Council of the People's Republic of China and Professor of Management Practice at the Guanghua School of Management, served as the General Secretary of the Economic Planning Committee of the Hunan Provincial CPC Committee and became the Vice-Governor of Hunan province in 2003. In 2009, he was appointed as the Deputy Director of the National Development and Reform Commission. 

XU was a key member in drafting China’s 12th Five-Year Plan and 13th Five-Year Plan focusing on national development planning, national new urbanization planning, comprehensive transportation system planning, income distribution system and innovation growth and development.


Peking University Belt & Road Institute Lecture Series: Understanding China

Starting in October 2018, the Belt & Road Institute began regularly organizing a series of lectures on “Understanding China” for local and international scholars alike, aiming to provide a platform for high-level analysis and critique from leading Chinese academics, industry professionals and commentators on what lies ahead in an ever-changing global environment. This lecture will serve as the eighth lecture in the series, with the previous seven events attracting more than 1000 students, diplomats, business executives, and organizational representatives from over 40 countries.
